Supervisory Program Specialist

The incumbent of this position serves as supervisor of the VTS motor vehicle operators & Fleet management for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager. This position is a Supervisory position within the VTS Program. VTP and will be the general Supervisor of the Veterans Transportation Service (VTS), Motor Vehicle Operators and Transportation Assistants. This is a national program overseen by the Chief, Business Office (CBO) of the Veterans Health Administration. The position will be located within the Business Office/VTS unit. The incumbent is responsible for assisting the Mobility Manager with daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment. This position provides administrative supervision to a unit of Escorts, Transportation Assistants, and Motor Vehicle Operators. The focus is on the movement of people rather than vehicles and on the entire trip, not just one mode or another. A high degree of critical judgment is required of the incumbent in designing and assisting with the managing day-to-day operations of the VTS as to ensure unplanned, urgent and emergent patient care situations are handled appropriately by both staff and community resources. Knowledge of transportation requirements for the 46 counties in the State, in which the program operates and remain current on best practices and concepts of transportation management. Management of program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers. Provide training for VTS staff on a variety of transportation management and patient related software such as Computerized Patient Record System (CPRS) and Veterans Information Systems and Technology Architecture (VISTA). Develop educational programs such as rider training materials, travel trainer program and community forums. Develop new ways to remove barriers for transportation to VA Medical Facilities. Maintain communication with appropriate local, state, and federal agencies, and private interests. Make presentations to and attend meetings of a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies. Participate in Veterans Transportation Network and Regional Transportation Coordination Councils. Supervise and manage the facility's VTS Vehicles/Fleet through direct management, maintenance and recordkeeping of vehicles operated by VTS in accordance with the VTS Guide, state and federal law, and local policies. Skill and knowledge to use a number of software packages to extract and analyze data and develop spreadsheets and charts. Skill in using software packages such as VISTA, Microsoft Word, Microsoft Outlook, and Excel. This position requires an average physical agility, such as standing, prolonged walking, driving and sitting. There is some bending, lifting, carrying, and stretching involved. The working environment for this position is primarily in an office setting involving everyday risks. The position does have risks of traffic accidents while on the road that require added attention and precautions.
