General Engineer

The employee of this position serves as a General Engineer in the Projects Section within Engineering Service at WJB Dorn VA Medical Center, under the direct supervision of the Projects Chief. Incumbent serves as resident and program engineer consisting of the planning, design, and overseeing of major facility projects; oversees Architecture/Engineering (A/E) and Construction contracts to ensure contractor is in compliance with all contractual requirements, specifications and time frames are met in accordance with the government's schedule. The incumbent must maintain Master Construction Specifications and Drawings, maintain technical reference library of codes, standards, and other regulations that are applicable to the engineering construction industries (Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), American National Standards Institute (ANSI), etc.). The employee serves as an advisor, consultant, designer, contract administrator, project manager, construction coordinator, and instructor during the design and construction of all projects assigned. This will include performing the duties of a Contracting Officer Representative (COR) on construction projects. - Determines requirements, reconnaissance, location, and prepares designs, specifications and estimates for Non-Recurring Maintenance (NRM) and Minor Construction Projects. Incumbent analyzes project proposals. - Recommends changes and/or approves proposals. - Performs or directs surveys and investigations to establish baseline data necessary to initiate design for renovations, alterations, and additions to the existing hospital and buildings. - Evaluates programs and projects to assure compliance with all environmental, energy use, safety and security standards. - Provides project management services in the areas of program cost analysis, annual/multi- year/long-range fiscal planning, and development of annual work-plan(s). - Prepares detailed plans, budgets, and schedules for assigned projects. - Develops specifications and plans for alterations, additions to existing buildings, grounds, utility plants and systems. - Assures resolution of complex project problems and issues whenever possible. - Provides professional Engineering and Architectural advice to peers, subordinates or non- professional administrators or managers. - Participates in the negotiation and pre-selection, and actively manages design A/E contracts. - Advises subordinate personnel on methods and procedures to be used in special studies on highly complex projects. - Provides professional oversight and/or project management for construction or maintenance efforts. - Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction. - Provides guidance, development and coordination for the planning, design, and oversight of maintenance projects - Oversees, directs, or administers the development, production, and or maintenance of materials, components, equipment, or other systems or sub-systems. - Performs other related duties as assigned. A. Degree:
Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and
Experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their Applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Experience:
Possess at least one (1) year specialized experience in professional engineering that equipped you with the particular knowledge, skills, and abilities necessary to perform the duties of a General Engineer GS-12. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in Federal service. Specialized experience includes but is not limited to:
Professional and architectural engineering knowledge of a wide range of Industrial, Sanitary, Civil, Mechanical, Electrical and Architectural Engineering disciplines, concepts, principles, and methods. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and code standards. Knowledge environmental principles, practices, procedures, laws, regulations and current legislative issues. Knowledge of cost and economic analyses principles, techniques, and practices. Knowledge of standard contracting regulations, practices, and procedures. Knowledge of automated data processing concepts, systems capabilities, and economic usage. Ability to plan and execute complex, multi-faceted projects. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
