Summary

Oversee SCDOT construction contracts and projects. Assists the South Carolina Client Service Teams with expanding services throughout the state. Assist with prepositioning and teaming arrangements for project pursuits. Develop and train construction staff.

General Duties & Responsibilities include the following. Other duties may be assigned.

  1. Prepares or preferably directs; 1) preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for difficult projects. 2) Construction management tasks.
  2. Plans and develops engineering projects concerned with unique or controversial problems. This involves exploration of subject area, definition of scope and selection of problems for investigation, and development of novel concepts and approaches.
  3. Organizes and develops project team to execute specific phases or aspects of project such as technical studies, project design, preparation of specifications and technical plans, and project inspection. Must be able to delegate.
  4. Evaluates and approves design changes, specifications, and drawing releases.
  5. Shows understanding of team management, develops project scope of work, estimating manpower needs, prepare CPM schedules, and tracks project progress.
  6. Assures that the project is completed within the allocated period of time and within the budget that has been assigned.
  7. Maintains liaison with individuals and units within or outside his organization with responsibility for acting independently on technical matters pertaining to the field.
  8. Develop and present proposals to clients.
  9. Directs the inspection of construction site to monitor progress and ensure general conformance to engineering plans, specifications, and construction and safety standards.
  10. Plans and executes project meeting. May negotiate a difficult project issue with the client, such as scope changes or schedule acceleration.
  11. Assures the project meets quality control and quality assurance guidelines.
  12. Interprets changes in the contract and advises management on needed changes.
  13. May set up and perform a client marketing meeting.
  14. Maintain professional, technical, and supervisory skills by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  15. Be involved with Client Service Team groups to expand services to other clients
  16. Develop and train construction staff

Education/Experience Bachelor s degree in the engineering field (i.e. Mechanical, Civil, Structural, Electrical) and 8-10 years of design experience with exposure to a variety of engineering projects and a good understanding of project management concepts.

Language Ability Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or Boards of Directors.

Math Ability Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills - Microsoft Excel, Microsoft Office, and various engineering software systems depending on engineering discipline, VMWare, SiteManager

Certificates and Licenses Registration as a licensed Professional Engineer. SCDOT certifications preferred

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions. Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
